The future of the tobacco sector - January 31, 2012
During the Forum "La regolamentazione del settore del tabacco: quale futuro per la filiera?” (Regulating the tobacco sector: what is the future of this supply chain?”) the study entitled "I nuovi provvedimenti per il settore del tabacco: i fattori di rischio economici e sociali" (“New measures for the tobacco sector: economic and social risk factors”) was presented.
The Forum, organized by The European House - Ambrosetti with the support of Coldiretti, FIT (Federation of Italian Tobacconists) and Unindustria, had as its objective to discuss the future of the tobacco sector, including on a European-wide level, by highlighting the potential impact of the evolution in national and EC legislation on the entire supply chain.
In fact, while direct governmental action to reduce smoking, especially among young people, is creditable and should be supported, the efficacy of the measures being studied within the EC must be evaluated very carefully in terms of compatibility with the national laws of member states and international agreements, as well as the extent to which they are balanced and “proportional” to the declared goals, economic and social impact on the supply chain and consequences for public finances. What seems to be missing in current discussion is an integrated assessment of the problem that makes it possible to evaluate the consequences of the legislative approach adopted from an overall standpoint. In order to offer a balanced analytic and interpretative approach, The European House-Ambrosetti has developed a methodology to involve the primary players in the sector and has carried out an in-depth qualitative study on this issue.
