Development and competitiveness of territorial systems

Globalization means competition between territorial systems at all levels.
The fall of barriers and reduction of distances has made the entire world potentially accessible, thus multiplying the mobility of productive interests.
Like each individual company, every territorial system (country, region, province) today finds itself having to compete with those the world over to attract increasingly scarce human and financial resources.
As a result, for each territory, providing concrete answers to the key questions of territorial competition becomes imperative:

  • Why should a company base itself here?
  • Why should a company already present in the territory decide to remain?
  • Why should a taxpayer, a family, decide to live and pay taxes here?
  • Why should a tourist decide to come here?
  • Why should talent decide to work here?
  • Why should a student decide to study here?

The challenge launched by territorial systems is a major one.
The development of a territorial system (country, region, province) is not something to be improvised. Development is built on the basis of a precise competitive strategy. With the concept of an optimal situation in mind, quantifiable goals and coherent realizable plans of action can be drawn up, their purpose being to create the conditions required to establish competencies of excellence within the territory in the medium-to-long term.

To do this, the territory must be understood and action taken in the three areas of territorial competition:

  • social
  • economic
  • urban development

All aspects of the context, both hard and soft and their interrelationship must be taken into consideration and interpreted.

Among all the various aspects, having available qualified human capital plays a central role. Being able to depend upon a pool of creatives - by this is meant individuals capable of brilliantly solving complex problems - is a key element in assuring the ability to generate continuous and sustained innovation and remain a step ahead of the competition.
