Although on the rise, staff leasing in Italy is still considerably lower than in other major European countries. Agriculture is a sector that would particularly benefit from greater use of staff leasing given the sector’s characteristics and the widespread occurrence of illegal practices such as off-the-book labor.
The agrifood sector is the one in which popular ignorance and exploitation are perfectly joined, production costs are kept excessively low and organized crime has found fertile ground. For employment agencies, this particular sector represents a high-risk market not only in terms of business, but also image.
Paper presented during the Forum “Generating Jobs – The Potential for Staff Leasing in the Agricultural Sector” organized by The European House – Ambrosetti on behalf of Assosomm (Italian Association of Employment Agencies) on February 23, 2016 in Rome (Sala Polifunzionale – Palazzo Chigi).
